New Resident Guide

Your St. Cloud move-in checklist

The practical first-month list: utilities, paperwork, and the local quirks worth knowing, with links straight to the official sources.

Home/New Resident Guide

  1. Set up electric service

St. Cloud is an exception to the county's KUA/Duke pattern: OUC has operated and maintained the city's electric system under a long-term agreement since 1997 (in place through 2042), so electric accounts are opened with OUC. Start with OUC (Orlando Utilities Commission) (407-423-9018).

  2. Water & trash

Water: Toho Water Authority for most of the Kissimmee / St. Cloud area. See the water authority. Trash and recycling: City service in Kissimmee and St. Cloud; county franchise elsewhere. Your closing or lease paperwork usually names the exact providers; when in doubt, ask Osceola County Government.

  3. Internet

Spectrum and AT&T Fiber are the most common providers. Availability is address-specific, so run each provider's address check before scheduling installation.

  4. Florida driver license & vehicle registration

New residents have 30 days to get a Florida driver license and 10 days to register vehicles once employed or enrolled. Start at FLHSMV; local service is through the Osceola County Tax Collector.

  5. Register to vote

    Update your registration at RegisterToVoteFlorida.gov.

  6. File for the homestead exemption

Florida's homestead exemption can reduce your home's taxable value by up to $50,000. File with the county property appraiser by March 1. File with the Osceola County Property Appraiser. More on the cost-of-living page.

  7. Verify your schools

Assignments can differ street by street. Verify any address with School District of Osceola County before you commit. More on the schools page.

  8. Get storm ready

Florida living includes hurricane season. Start with the Storm Ready page — live alerts, the kit, shelters, and pets.

Good to know

St. Cloud questions

What is the Florida homestead exemption and when do I file?

Florida's homestead exemption can reduce your home's taxable value by up to $50,000. File with the county property appraiser by March 1. In Osceola County you file with the Osceola County Property Appraiser.

How do I find out which schools serve my address?

School assignments are set by School District of Osceola County and can differ street by street, so never rely on a listing or hearsay. Use the district's official address-lookup tools to verify before you commit to a home.

Which electric company will I have?

St. Cloud is an exception to the county's KUA/Duke pattern: OUC has operated and maintained the city's electric system under a long-term agreement since 1997 (in place through 2042), so electric accounts are opened with OUC.

What county is St. Cloud in?

St. Cloud is in Osceola County, Florida, an inland county. The county determines your property taxes, school district, and most local services — the Osceola County Property Appraiser is the authoritative source for any specific parcel.

Will my home have an HOA or CDD?

It depends on the community: many newer neighborhoods carry an HOA, a CDD, or both, while older areas may have neither, and the costs differ meaningfully. Our HOA & CDD guide explains how to check any property before you buy.

How worried should I be about hurricanes?

Hurricane season runs June through November and preparation is a normal part of Florida life. Osceola County is inland with no storm-surge evacuation zones; wind, rain, and power outages are the main planning points. Our Storm Ready page keeps live alerts and the checklist in one place.

Who provides electricity in St. Cloud?

OUC (Orlando Utilities Commission). The city-owned electric system has been operated and maintained by OUC under a long-term agreement signed in 1997, currently running through 2042, so St. Cloud households open accounts with OUC rather than KUA or Duke Energy.

What lake is St. Cloud on?

East Lake Tohopekaliga, an 11,968-acre lake on the Kissimmee Chain of Lakes. The city's Lakefront Park, marina and public boat ramps sit on its southern shore, and FWC has run a multi-year habitat enhancement project on the lake since 2019.

Who handles water and sewer in St. Cloud?

Toho Water Authority. The City of St. Cloud's Environmental Utilities department consolidated into Toho on October 1, 2022, and Toho now serves water, wastewater and reclaimed accounts citywide.
